Deputy City Administrator

The City of Effingham is searching for a highly skilled, diligent, and dedicated individual for the role of Deputy City Administrator.

The Deputy City Administrator reports directly to the City Administrator and is an appointed employee, serving as manager over Human Resource, Finance, City Clerk’s Office, Utility Billing, and I.T, and will serve as Acting City Administrator as necessary. This position is responsible for providing administrative and informational services to City Council, City Administrator, City Management Team, and the public including human resources, safety, labor relations, communications, marketing and public relations.

Additional duties include serving as Deputy City Clerk, in the absence of the City Clerk, involvement and membership in the City’s leadership team, and participating in the management and implementation of strategic direction of the City and providing high level staff support to City’s departments and City Council.

The successful candidate must conduct their work with the highest integrity, and demonstrate proficiency in communicating effectively, be adept at making good judgement, possess a record of sound decision making, and be able to provide exceptional leadership for a municipal organization.

To qualify for this position, the successful candidate is required to possess a Bachelor’s degree from four-year college or university; and two years related experience and/or training; or equivalent combination of education and experience in administrative and managerial capacity such as human resources, financial management, or major operational area within a local government. A Master’s degree is preferred. Certifications including State of Illinois Registered Municipal Clerk(preferred); Certified Municipal Clerk (preferred); and Master Municipal Clerk (preferred). International City Manager’s Association Credentialed Manager Certification (preferred). A valid driver’s license and successful completion of a pre- employment drug test is required. The salary will be commensurate based on the selected candidate’s experience and qualifications, with a starting range of $95,180 to $97,260. A generous benefits package is offered that includes health insurance, with 80% coverage paid by the City, voluntary dental and vision insurance, 10 paid holidays, paid vacation and sick leave, and membership within the Illinois Municipal Retirement Fund.
